At first glance, the story is simple. MTN has secured more spectrum for 5G. But that misses the bigger picture. Ghana is also moving away from the exclusive wholesale model it originally pursued for 5G, and the most important parts of the new licensing process have not yet been decided.
What exactly did MTN win?
The NCA's current licensing process covers spectrum in three bands: 700 MHz, 2.3 GHz and 3 GHz. These frequencies are being made available for mobile broadband services, including 5G.In the 700 MHz band, three lots were available. MTN was the only qualified applicant and applied for two, which is the maximum that a single applicant could receive under the NCA's rules.
Those two lots have now been awarded to MTN for a total licence fee of US$100.9 million. The NCA says that part of the process is concluded.
The other bands are not settled yet. Five lots were available in the 2.3 GHz band, but only four attracted applications. Telecel Ghana and Goal Telecommunications were the qualified applicants in that band.
The 3 GHz band is more competitive, four lots were sought against three available lots, with MTN and Telecel Ghana among the qualified applicants.
The NCA says the final outcomes for both bands will be announced after the remaining licensing steps are completed.
Why 700 MHz matters, and why it does not automatically mean faster 5G
Spectrum is not all the same. Lower-frequency spectrum such as 700 MHz can travel farther and generally provides better coverage over wide areas and through obstacles. That makes it particularly useful when an operator wants to extend network reach beyond dense urban locations.Higher-frequency spectrum, including the mid-band frequencies being contested in the rest of the auction, generally provides more capacity and is better suited to the high-speed, high-capacity 5G experience consumers associate with the technology.
So MTN's 700 MHz win is important, but it should not be interpreted as meaning that existing users will suddenly experience dramatically faster 5G in Accra or Kumasi.
The eventual consumer experience will depend heavily on what happens with the 2.3 GHz and 3 GHz spectrum, as well as network investment and deployment.
Ghana has changed its 5G approach
This auction is also significant because Ghana's original approach to 5G looked different. Next-Gen Infraco Limited (NGIC) had been licensed under a wholesale model in which it was given exclusive rights to operate as the country's sole provider of wholesale 5G infrastructure.But in July 2026, the NCA removed that exclusivity condition from NGIC's licence. The Authority said the change was intended to promote competition, investment and innovation in the wholesale 5G market. It also made clear that NGIC's other licence rights and obligations remained in place, including its spectrum assignment.
That change opened the door for the competitive spectrum-licensing process now underway. In other words, Ghana is no longer relying on a single exclusive wholesale arrangement to determine how 5G develops.
Why the remaining spectrum matters more than today's headline
The 700 MHz result is only the first major outcome. The 2.3 GHz and 3 GHz decisions will help determine how much capacity different operators eventually control and, consequently, how competitive Ghana's 5G market becomes.This is especially important because MTN is already Ghana's largest mobile operator. And a competitive spectrum market does not automatically guarantee competitive prices, but the distribution of valuable mid-band spectrum will influence how operators expand their networks and compete for customers.
That makes the next NCA decisions at least as important as Friday's announcement.
What does this mean for ordinary users?
For most people, the immediate impact will probably not be dramatic. A spectrum award does not mean a new 5G tower appears overnight.Operators still have to deploy equipment, expand coverage, upgrade infrastructure and make the service available in locations where customers can actually use it.
The longer-term significance is more important. The 700 MHz allocation can help improve the economics of extending mobile broadband coverage, particularly beyond densely populated areas. Meanwhile, the results of the remaining bands could determine how much high-capacity 5G infrastructure Ghana eventually gets.
For consumers, businesses and developers, those decisions will influence coverage, network capacity, competition and the quality of mobile connectivity over the coming years.
What happens next?
The NCA has concluded the 700 MHz stage, but the 2.3 GHz and 3 GHz bands are still being processed. The Authority says successful applicants in those bands will be notified after the remaining licensing steps are completed.That is why MTN's US$100.9 million spectrum win should be viewed as one chapter in Ghana's 5G transition, not the final outcome. The bigger question is now how the remaining spectrum will be distributed, and what that eventually means for competition, coverage and the quality of 5G service available to Ghanaians.
